Support SB1: Senator Shafer’s Zero Based Budget Act

Zero Based Budgeting is one of the most important measures being considered by the General Assembly this year.
Under Georgia’s current system of continuation budgeting, once new spending programs are approved, they are automatically rolled over into succeeding state budgets under the line item, continuation. Legislators focus on how much extra to spend and not whether programs approved years or decades earlier are still needed.
Zero based budgeting will require all spending to be detailed in the budget, not just the new programs. It will help lawmakers identify and eliminate wasteful and unneeded spending.
Senator Shafer’s legislation is endorsed by Americans for Prosperity, FreedomWorks, Libertarian Party of Georgia, and Republican Liberty Caucus.
